Due to its cross-cutting and multidimensional nature, security is of particular interest to IRES. Several works and meetings of the Institute have, to this end, been devoted to this challenging issue for the future of mankind.
The security issue has been the subject of 4 general reports. They have been discussed at the 11 seminars organized by the Institute and at a two-day international colloquium on the issue of radicalization.
Wishing to contribute to the reflection effort on the creation of the High Security Council, IRES carried out in 2011 a benchmarking study on national security councils in some foreign powers (United States, Great-Britain, France, Germany, Spain and Brazil). The Institute also conducted a literature review of the most recent reports and white papers on the redefinition of the national security strategy.
Following this study, IRES organized a meeting on "Strategic Issues and the High Security Council: Some food for thought". This seminar provided an opportunity to enrich the conclusions of the study.
Terrorism, a global issue with regional and local ramifications and repercussions, holds a prominent place in IRES' thinking. The Institute has thus carried out two studies aimed, on the one hand, at assessing the risks that the rise of terrorism and organized crime represents for Morocco and, on the other hand, the regional impacts of the growing influence of the "Islamic State" group.
Entitled "Morocco Facing Two Transnational Threats: Terrorism and Organized Crime", the 2015 IRES study highlighted the issues and challenges raised by the increased terrorist and criminal risks in the Sahel and southern Mediterranean and their direct and indirect impact on Morocco.
In 2015, the Institute also reflected on the threats posed by "Daesh", with the aim of better understanding the ideological reference framework of this movement, its lines of demarcation in relation to Al-Qaida and its strategy of indoctrination and recruitment of young people.
Morocco's return to the African Union and its commitment to this institution was an opportunity for IRES to focus its interest on continental security and the mechanisms put in place by the Union. This gave rise to a study, carried out in 2019, on security governance in Africa and a meeting on the reform of the African Peace and Security Architecture.
With regard to the IRES.Forum activities, at the end of October 2016, the Institute organized, in partnership with the French Embassy in Rabat, an international colloquium, which gathered some 40 experts from France and Morocco, but also from other countries, on radicalization and the fight against extremism.
This symposium on the theme "Towards a multidimensional security strategy" provided an opportunity to take stock of the state of theoretical and practical knowledge on the issue of radicalization and to review the public policies conducted in Morocco, France and other countries in the region to deal with these issues.
Other IRES meetings addressed respectively:
- the new threat posed by cybercrime, with a focus on strategic infrastructures and their resilience to cyber risk,
- security issues in the neighbourhood and the areas to which the Kingdom is affiliated, particularly the Sahel-Saharan strip upstream and downstream of the crisis in Mali,
- new developments in the security situation in the Mediterranean area and in the Arab world, with a view to understanding the issues at stake and evaluating collective prevention and response mechanisms.
