Context / TOWARDS A NEW DEVELOPMENT MODEL
The strategic report, entitled “Towards a New Development Model”, provides a contribution from the Royal Institute for Strategic Studies (IRES) to the reflection on this issue, in accordance with the High Orientations of the Royal Address of October 13, 2017, to the Parliament.
Aware of the complexity of the issue and the multiplicity of scales of analysis, IRES has retained a singular approach since the Institute’s reflection does not just concern a national matter but also takes into consideration the regional and international changes at work.
The leapfrog approach has been favored, because the urgency of the challenges to be met requires to skip the conventional steps and to find alternative paths, allowing Morocco to ultimately join the group of developed countries.
Abstract
In a volatile, uncertain, complex and ambiguous world (VUCA), the design of a new development model for Morocco must address the main disruptive trends that are changing the global landscape. Four clusters of disruptive trends are rooted in the limits of the dominant capitalist economy and in the societal and technological changes underway:
