Governance / INTERNATIONAL RELATIONS OF THE KINGDOM
The Kingdom’s doctrine regarding the international relations is based on a voluntarist Royal Vision. It aims to diversify the nature of national diplomacy (cultural diplomacy, intellectual diplomacy, etc.) and to integrate Morocco into the multilateral system, by contributing to the various challenges and issues of global order.
Morocco’s foreign policy is based on a logic of diversification of partnerships and can be divided into three main axes: the neighborhood policy with the bordering countries; Morocco’s relations with the countries of its area of belonging (Arab-Muslim world, Africa and Euro-Mediterranean area); Morocco’s relations with the American continent and Asia, regarded as an axis of opening.

Abstract
This strategic report of the Royal Institute for Strategic Studies is devoted to the Kingdom’s international relations, in accordance with the Orientations of the Royal Message of August 30, 2013, calling on the Institute to dedicate its efforts to Morocco’s foreign relations and the diplomatic field. It refers mainly to the conclusions of the studies carried out by IRES on Morocco’s foreign relations, particularly with the African continent. It is enriched by the proposals made during the meetings organized by the Institute.
