IRES unveils its 8th strategic report on governance in a changing world

As in previous years, the Royal Institute for Strategic Studies (IRES) took part in the 30th edition of the Salon International de l'Édition et du Livre (SIEL), held in Rabat from April 17 to 27, 2025, under the banner of cultural openness and dialogue of knowledge.

On this occasion, Mr. Mohammed Tawfik Mouline, Director General of IRES, presented the 8th strategic report in its “Panorama du Maroc dans le monde” series, launched in 2015, dedicated this year to the central theme of governance.

The report is structured in three parts. The first is designed to deepen understanding of the phenomenon of governance. The second looks at the multiplicity of contemporary crises, existential risks, and new needs in terms of global governance. The third part proposes a frame of reference for good governance at the international level, taking into account the management of global commons, the promotion of planetary identity, and the prioritization of the resolution of intractable problems.

At the national level, the strategic report calls for the definitive anchoring of the principles of good governance in line with the High Royal Orientations, the implementation of anticipatory and adaptive governance, and the preparation of a new generation educated for the future, imbued with the constants of the Nation and Moroccan values of openness, solidarity, and cohesion… and capable of meeting the challenges of tomorrow's world.
